On December 9, 2026, the Illinois Association of Chiefs of Police is proud to present a program by Gordon Graham. This brief program (0930–1530) is entitled “Police Reform 2027 and Beyond – The Role of Real Risk Management in Better Protecting your Public.”

Mr. Graham has presented this program to law enforcement personnel from around the world. He will start off the program by identifying the huge difference between “proximate” cause and “root” cause of tragedies – and why this is so critical if we are going to build appropriate systems to prevent similar type tragedies.

Gordon will then focus on “Organizational Risk Management” and show attendees that law enforcement tragedies have common root causes. These causes are a lack of quality personnel, inappropriate policies and procedures, inadequate training, poor supervision and inconsistent discipline practices. He will then provide proven solutions on how to address these problems lying in wait.

Following lunch, Gordon will identify “The Top 10 Ways Law Enforcement People Get in Trouble” – and more importantly provide proven control measures to prevent these tragedies from occurring. He will wrap up the day with some thoughts on the critical mission of police personnel in American Society – and thoughts on the individual role that each employee plays in this mission.

The presenter of this action-packed seminar is the co-founder of Lexipol, Gordon Graham. He is no stranger to the speaking platform and is in his 50th year of delivering his thoughts on managing risk to audiences from around the world. He is a 33-year veteran (retired) of California law enforcement, and a practicing attorney (in his 44th year) with a background and formal education as a risk manager.

Mr. Graham combines his vast knowledge in multiple areas with great humor with the goal of educating the attendee in how to better protect themselves, their employers, their professions and their families.
