Oakbrook Center Director of Security Receives Laurence P. Mulcrone Public Private Partnership Award

Each year, the Illinois Association of Chiefs of Police (ILACP) Awards Committee digs through dozens of nominations to find those most deserving of awards. This year, our Awards Committee and Board of Officers have determined that Terrence “Terry” Hughes is the winner of the Laurence P. Mulcrone Public Private Partnership Award. 

Mr. Hughes has served as the director of security for Oakbrook Center in Oak Brook, Illinois for the past 17 years. He works diligently every day with the local police department on eliminating criminal activity from the center. 

“Our effectiveness in combating crime in the shopping center relies on his and his team's efforts,” wrote Oak Brook Police Deputy Chief Reid Foltyniewicz. “Terry goes above and beyond with security for all in the Center.” 

Deputy Chief Foltyniewicz wrote in his nomination of Hughes that he and his team have assisted them in recovering hundreds of thousands in stolen merchandise in 2023.  

Mr. Hughes represents the best in the private security industry.  Someone who prioritizes the security and safety of employees, business owners, and patrons of the mall along with the community of Oakbrook as a whole. He understands the value of strong private-public security partnerships. This is evident by several of the initiatives he has implemented during his seventeen-year tenure. 

Mr. Hughes takes a proactive approach to the safety and security of Oakbrook Center by: 

  • Organizing and hosting quarterly meetings with business leaders, store managers, and law enforcement. These meetings are essential to keeping the lines of communication open and all stakeholders informed on current issues and trends. 

  • Sharing of intelligence with local law enforcement on activities and incidents occurring at the center.  

  • Conducting regular threat assessments. 

  • Coordinating an Annual Active Threat Presentation and Drill. 

“[Mr. Hughes] is also the conduit between law enforcement, store managers, and business owners. His knowledge of the center, along with his regular communications, and efforts to deter crime and keep patrons safe, make him an invaluable public safety partner,” wrote Oakbrook PD Deputy Chief Ried Foltyniewicz. 

The ILACP would like to thank Mr. Hughes for his dedication and diligence in ensuring the security of safety of his community.
